Awards

The School & Mass Education Department has adopted an action plan under the 5T initiative which emphasizes on Technology, Teamwork, Transparency, Time and Transformation to provide good governance to the people of the state. The 5T initiative targets to encourage the involvement of Schools, elected local bodies, SMC/SMDC and alumni for infrastructural transformation in schools, reshape the school processes thereby making schools happier learning places. 5T-High School Transformation Program is rolled out in high schools of the state and the program has led to the creation of high quality, world class and not-seen-before assets in the selected High Schools of Odisha such as the smart classrooms, science laboratory, e-library, drinking water and sanitation facilities along with a beautiful school ambience.

Under One Governance approach, six task forces were formed to suggest S & ME department on various components of transformation in high school education. The task force on Awards, Greenery, Sports, Arts & Crafts has made recommendations to make School Education ecosystem aspirational by recognizing and rewarding the efforts of all stakeholders and to improve performance, enhance talent and prepare educational leaders of High School Education & Elementary Education. The task force report was accepted by Government of Odisha vide letter no 10096/SME Dated 11.05.2022. The S & ME department after careful consideration on the recommendations and existing schemes, has proposed to introduce Mukhyamantri Shikhya Puraskar for best performing Districts, Blocks, Schools, Head Teachers, Teachers, Elected PRIs, SMC/SMDCs and Alumni Committees. The Mukhyamantri Shikhya Puraskar incentivizes and rewards students and stakeholders at all levels of the education ecosystem in Odisha to

  • Recognize, Reward and Incentivize good preforming stakeholders at all levels and set them on the path to be the education leaders of the future.
  • Reward, Recognize and Incentivize students to excel in academics and to make them socially and emotionally aware citizens.
  • Create healthy competition amongst districts, blocks, clusters and schools leading to holistic improvement of the school education ecosystem.

Every Year, the S & ME Department undertakes the process and deliver following awards.

A. Individual Awards
A.1. Student Awards

Cash and Scholarship awards are given to students at all levels in order to reward, recognize and incentivize them to excel in academics and to make them socially and emotionally aware citizens.

A.1.1 Student Academic Award 10th Board Result State Top 100 students in the State on the basis of the 10th Board result are given INR 50,000/- each as cash incentive. Cash incentive (DBT)
District At district level, top 3000 students of all districts on the basis of 10th Board result are given INR 10,000/- each as cash incentive. Cash incentive (DBT)
Block Top 100 students from each Block on the basis of 10th Board result are given INR 5000/- each as cash incentive. Cash incentive (DBT)
A.1.2 Student Leadership Award On the basis of Student Leadership Rubric Male students One male student per school are given INR 3,000/- each as a cash incentive on the basis of marks scored in the student leadership rubric. (Total Male Award:8311) Cash incentive (DBT)
Female students One female student per school is given INR 3,000/- each as a cash incentive on the basis of marks scored in the student leadership rubric. (Total Female Award:8807) Cash incentive (DBT)
A.1.3 Student merit-cum-scholarship award 10th Board Result (NFSA/SFSS) All Schools Top 2000 students from the state from NFSA/SFSS category are rewarded INR 50,000/- each (One time). Cash incentive (DBT)
  • The students who are awarded at State level are not considered at District & Block levels.
  • The students who are awarded at District level are not considered at Block levels.
  • On selection of the same student for any other award under the student award, the HM will select another student with leadership skills for the student leadership award from the school.
  • A student selected for the Student Academic Award as well as the Student Merit-cum-Scholarship Award shall receive the award as well as the reward sum for both.
Other Individual Awards

In order to recognize, reward and incentivize good preforming stakeholders at all levels and set them on the path to be the education leaders of the future, the state incentivizes them with individual awards.

A.2 Teacher Award (Secondary) Teacher Rubric State Top 70 teachers in each subject from 7 subjects are awarded INR 40,000/- each reward on the basis of the marks scored in the teacher rubric (1st Language, 2nd Language, 3rd Language, Mathematics, General Science, Social Science, Physical Education (PET)). Teacher Rubric pro rata basis (Proportionate to no. of schools) District Top 630 teachers in total (Proportionate to no. of schools) at district level, for 7 subjects are awarded INR 25,000/- each on the basis of the marks scored in the teacher rubric Cash incentive (DBT)
A.3 HM Award (Secondary) Secondary School Rubric State Top 10 HMs in the state are awarded INR 50,000/- each on the basis of marks scored in Secondary School Rubric Cash incentive (DBT)
District Top 90 HMs at the district level (on pro rata basis) are awarded INR 40,000/- each on the basis of marks scored in Secondary School Rubric Cash incentive (DBT)
Block/MC 314 HMs (Best performing HM from each block) & at the Municipal Corporation level, 05 HMs (Best performing HM from each MC) shall be awarded a cash incentive of ₹25,000/- each. Cash incentive (DBT)
A.4 CRCC Award CRCC Rubric Sub-Division At sub-division level, 58 CRCCs (Best performing CRCC of each sub-division) shall be awarded with a cash incentive of ₹20,000/- each. Professional Development
A.5 BEO Award BEO Rubric State At the state level, the best performing 10 BEOs shall be awarded ₹60,000/- each. Professional Development
A.6 DEO Award DEO Rubric State At the state level, top 03 DEOs shall be awarded ₹75,000/- each. Professional Development
B. Institutional Awards 1
  • Institutional Awards are awarded to Districts, Blocks and Schools.
  • These awards are different from individual awards as they would be given to institutions for their development and enhancement.
B.1 District Awards:
  • Top 3 districts in the state are rewarded a cash incentive of INR 3 crores, 2 crores and 1 crore respectively based on the performance of districts as per the District Award rubric.
  • The cash incentive is used by the Collector & DM in developing and enhancing the school ecosystem in the district such as construction of additional classrooms; reforming DIETs; incubating new innovation programs such as volunteer programs, parent education programs/adult literacy, etc; driving large-scale campaigns for enrolment of Out of School Children; development of resource centres for district; professional and leadership courses for field officers as well as for teachers/HMs.
B.2 Block Awards:
  • At the state level, the top 10 blocks will be awarded with a cash incentive of ₹50,00,000 each based on the Block Award rubric.
  • The cash incentive is used by the BDO in developing and enhancing the schooling ecosystem in the Block such as construction of additional classrooms; incubating new innovation programs such as volunteer programs, parent education programs/adult literacy, etc; driving large-scale campaigns for enrolment of Out of School Children; development of resource centres for Block; professional and leadership courses for field officers as well as for teachers/HMs.
B.3 School Awards (Secondary)

STATE Secondary School Rubric At state level top 10 schools will be awarded with a cash incentive of ₹10,00,000 each School development & Professional development of teacher/HM
DISTRICT School Rubric (on pro rate basis (based on number of schools)) At district level 90 Schools (on pro rata basis) shall be awarded with a cash incentive of ₹5,00,000 each.
BLOCK/MC Secondary School Rubric At block level 942 schools (top three schools of each block) and 15 schools (top three schools of each Municipal Corporation) shall be awarded with a cash incentive of ₹3,00,000 each
B.4 SMC Awards

BLOCK/MC Secondary School Rubric At the block level 314 SMCs/SMDCs (Top SMC/SMDC of each block) & at the Municipal Corporation level 05 SMCs/SMDCs (Top SMC/SMDC of each MCs) will be awarded with a cash incentive of ₹ 30,000/- each.
B.5 Alumni Committee Awards

BLOCK/MC Alumni Committee Rubric At the block level 314 Alumni Committees (Best Alumni Committee of each block) & 05 Alumni Committees (Best Alumni Committee of each Municipal Corporation) shall be awarded with a cash incentive of ₹30,000/- each
B.6 Gram PAnchayat Awards

BLOCK/MC Gram Panchayat rubric At the block level 314 Gram Panchayats (Best performing GP of each block) will be awarded with a cash incentive of ₹ 1,00,000/- each.
C. Individual Awards 2

These Awards include HM Award and Teacher Award at Elementary school level.

C.1 HM Award (Elementary)

STATE School Award (Elementary) rubric At the state level, the top 50 elementary school HMs will be awarded with a cash incentive of ₹25,000/- each. Cash (DBT)
DISTRICT School Award (Elementary) rubric (on pro rate basis (based on number of schools)) At the district level 300 elementary school HMs (on a pro-rata basis) shall be awarded with a cash incentive of ₹25,000/- each.
C.2 Teacher Award (Elementary)

BLOCK/MC Elementary School Rubric At the block level, 942 elementary schools (top three schools of each block) & at Municipal Corporation level, 15 elementary school (top three schools of each MC) willbeawarded withacashincentiveof₹1,00,000 each.
E. Institutional Awards 3
E.1 DIET Award

Top 3 DIETS in the state is awarded INR 10,00,000/- each on the basis of score in DIET Rubric. The award amount is used by the DIETs professional development of the faculties.
